Après des mois de brouille diplomatique consécutive au coup d’État militaire à Niamey, le Niger et le Nigéria ont renoué le dialogue officiel mercredi dans la capitale nigérienne. Une rencontre à haute portée politique qui relance les mécanismes de coopération entre les deux voisins liés par l’histoire, la géographie et les défis sécuritaires.
Le Niger et le Nigéria ont franchi un nouveau palier dans le rétablissement de leurs relations bilatérales avec la tenue, mercredi 16 avril à Niamey, d’une rencontre officielle placée sous le signe du dialogue et de la fraternité.
La délégation nigériane, conduite par le ministre des Affaires étrangères Yusuf Maitama Tuggar, a été accueillie dans un contexte de décrispation progressive, après plusieurs mois de tensions diplomatiques consécutives à la prise de pouvoir par le Conseil national pour la sauvegarde de la patrie (CNSP) en juillet 2023.
Abuja avait joué un rôle moteur dans l’adoption des sanctions imposées au Niger par la Communauté économique des États de l’Afrique de l’Ouest (Cédéao), mesures qui avaient détérioré les relations avec Niamey. Ces dernières semaines, les signaux d’apaisement se sont multipliés, notamment avec la réception en mars de l’ambassadeur du Nigéria par le ministre nigérien des Affaires étrangères, Bakary Yaou Sangaré.
Dans son allocution d’ouverture, le représentant nigérian a salué la volonté partagée de « renouer le fil du dialogue ». Les discussions ont porté sur la sécurité transfrontalière, une question sensible au vu du nouveau dispositif de contrôle mis en place par Abuja à la frontière, qui avait suscité des réserves côté nigérien.
Le ministère nigérian des Affaires étrangères a appelé à une « coordination plus soutenue » face aux menaces régionales, répondant ainsi aux attentes exprimées par les autorités de Niamey, en particulier après le retrait du Niger de la Force multinationale mixte dans le sud-est du pays, remplacée par l’opération nationale « Nalewa Dole » à Diffa.
Autre point central des échanges : l’avenir de la Commission mixte nigéro-nigériane, créée le 3 mars 1971, considérée comme un pilier de la coopération bilatérale. Sa relance est envisagée dans un contexte de recomposition des alliances régionales, marqué par le retrait du Niger, du Mali et du Burkina Faso de la Cédéao en janvier 2025.
Les projets d’intégration économique, dont le chemin de fer transfrontalier et le gazoduc transsaharien, ont également été évoqués. Ces initiatives, vues comme stratégiques par les deux parties, visent à renforcer les échanges commerciaux et énergétiques dans une dynamique de développement commun.
Malgré des tensions encore vives, illustrées par les accusations récentes du président nigérien Abdourahamane Tiani sur une prétendue collusion entre Abuja et Paris, cette rencontre marque un pas concret vers la normalisation.
À l’issue des discussions, les deux parties ont réaffirmé que le Niger et le Nigéria sont unis par « les liens du sang » et une « solidarité de destin », appelant à la consolidation de ces relations dans un esprit de respect mutuel et de coopération durable.
