La première édition du Forum National de l’Agriculture Biologique et de l’Agroécologie (FNABIO) s’est tenue du 27 au 30 novembre 2025 au Mémorial Modibo Keita, à Bamako. Pendant quatre jours, producteurs, organisations paysannes, chercheurs, ONG et responsables publics ont débattu de la souveraineté alimentaire et de la nécessité d’une transition agricole durable au Mali. À l’issue des travaux, plusieurs recommandations ont été formulées pour renforcer l’agriculture biologique et l’agroécologie dans le pays.
Renforcement de la gouvernance et du financement
- Améliorer la transparence, la traçabilité et la redevabilité dans la gestion des fonds destinés aux programmes AEB (Agriculture Biologique et Agroécologie).
- Augmenter le financement public et les investissements nationaux pour faire de l’agriculture biologique et de l’agroécologie des priorités stratégiques.
- Faciliter l’accès au crédit agricole pour les producteurs AEB avec un taux préférentiel proche de 7 %.
- Accroître la part du Fonds National d’Appui à l’Agriculture (FNAA) consacrée à l’agroécologie, à l’agriculture biologique et aux innovations paysannes.
- Intégrer les fonds dédiés à l’AEB dans les instruments nationaux de planification et de développement pour une meilleure coordination et efficacité.
Renforcement des capacités et structuration des acteurs
- Former et sensibiliser producteurs et consommateurs aux pratiques agroécologiques et biologiques via les services techniques, ONG et partenaires.
- Créer un réseau national des producteurs biologiques pour renforcer leur représentativité et protéger les consommateurs.
- Mettre en place une fédération nationale des coopératives AEB pour structurer la filière et mutualiser les ressources.
- Soutenir l’installation des jeunes dans la filière AEB, notamment dans la production, la transformation et la création d’unités de transformation biologique.
Développement des marchés et infrastructures
- Dynamiser et structurer les marchés agroécologiques pour améliorer l’accès, la visibilité et la valorisation des produits biologiques.
- Développer des espaces dédiés aux marchés biologiques en coopération avec les collectivités territoriales.
- Renforcer les infrastructures rurales, telles que l’irrigation, la conservation, la transformation et le transport, pour améliorer la compétitivité et la qualité des produits biologiques.
- Encourager les alliances entre producteurs et consommateurs pour promouvoir une consommation locale, responsable et durable.
Recherche, innovation et production intégrée
- Soutenir la recherche, l’innovation et la vulgarisation des pratiques agroécologiques et biologiques via instituts de recherche, universités et centres de formation.
- Promouvoir l’élevage biologique comme composante essentielle des systèmes agroécologiques.
- Accroître la production et la commercialisation des produits AEB dans les PDSEC (Plans de Développement Économique et Social Communal) en accompagnant techniquement les communes et les initiatives locales.
Certification, communication et pérennisation du FNABIO
- Renforcer l’engagement de l’État dans la certification SPG et la diffusion du cahier de charges national.
- Soutenir le label SPG et sensibiliser le grand public à la consommation de produits AEB.
- Institutionnaliser le FNABIO comme cadre national permanent d’échanges, de plaidoyer, de coordination et de suivi des actions en faveur de l’agroécologie et de l’agriculture biologique au Mali.
Ces recommandations témoignent de la volonté des acteurs maliens de bâtir un secteur agricole durable, résilient et inclusif, capable de répondre aux défis alimentaires et environnementaux du pays.
