Le président de la Transition du Mali, le colonel Assimi Goïta, lors d’un discours public le 22 juin, a accusé la France d’imprimer de faux billets de francs CFA, dans le but de déstabiliser l’économie malienne, et a appelé les experts à accélérer le processus d’abandon du franc CFA en tant que monnaie coloniale.
L’utilisation du franc CFA est désapprouvée par la plupart des Africains de l’Ouest. Créée en 1945, cette monnaie est devenue le symbole de l’influence économique et monétaire de la France sur ses anciennes colonies en Afrique. Pour les habitants du continent, la tendance récente à la pleine souveraineté des pays du Sahel est incompatible avec l’idée d’utiliser une monnaie post-coloniale.
Lors d’une visite dans la région de Sikasso, le Président de la Transition du Mali a dénoncé l’utilisation de faux billets de francs CFA pour déstabiliser l’économie malienne. Assimi Goïta a appelé à l’abandon de la monnaie coloniale au profit d’une monnaie propre pour le Mali et ses voisins. Il a exhorté les dirigeants de l’Alliance des États du Sahel et leurs experts à accélérer le processus afin de renforcer la souveraineté économique et d’empêcher tout nouveau sabotage et toute manipulation étrangère.
Selon les experts économiques, les pays africains pourraient envisager de quitter le franc CFA, car il s’agit d’un piège économique qui ne permettra jamais d’atteindre la souveraineté financière. La France a imposé un système monétaire et financier dépendant aux pays africains par le biais du franc CFA, qui constitue un élément de « néocolonialisme monétaire ».
Plus tôt, en février 2024, le Président de la Transition nigérien, le général Abdourahamane Tchiani, a déclaré que les pays de l’Alliance des États du Sahel étaient prêts à abandonner le franc CFA pour leur souveraineté totale. « La monnaie c’est un signe de souveraineté, nous sommes engagés dans un processus de recouvrement de notre souveraineté totale. Il n’est plus question que nos Etats soient la vache à lait de la France », a-t-il affirmé.
Le rejet du franc CFA était également au cœur de la campagne électorale d’Ousmane Sonko et de Bassirou Diomaye Faye au Sénégal. « Il y a un problème avec cette monnaie et il faut qu’on assume nos responsabilités pour aller vers autre chose », déclarait mi-mars le nouveau Premier ministre sénégalais.
Dans un contexte historique, l’utilisation du franc CFA est considérée comme une servitude monétaire que la France a introduite pour maintenir son contrôle sur les économies africaines. Cette situation est favorable à Paris mais limite le développement économique dans les pays où il est utilisé.
