Le gouvernement sénégalais a annoncé un budget record de 130 milliards de francs CFA pour la prochaine campagne agricole, avec l’objectif d’assurer la souveraineté alimentaire à travers un appui massif aux producteurs, une meilleure accessibilité aux intrants et une structuration des filières stratégiques.
Le gouvernement sénégalais a posé, mardi 15 avril, les bases d’une campagne agricole 2025-2026 ambitieuse, avec une enveloppe budgétaire inédite de 130 milliards FCFA, environ 226 millions de dollars américains. Présidée par le Premier ministre Ousmane Sonko, la réunion du conseil interministériel sur la campagne de production agricole s’inscrit dans la dynamique de souveraineté alimentaire prônée par le président de la République, Bassirou Diomaye Faye.
Selon le ministère de l’Agriculture, de la Souveraineté alimentaire et de l’Élevage (MASAE), 63 milliards FCFA (109 millions dollars US) seront consacrés à l’acquisition d’engrais et 42,2 milliards FCFA (72 millions de dollars US) à la production et à la distribution de semences certifiées. Le reste du budget vise à renforcer les infrastructures agricoles, améliorer la logistique et faciliter la commercialisation des produits.
Pour répondre aux nombreuses contraintes du secteur, notamment la faiblesse des rendements, le déficit en intrants, l’accès limité au matériel agricole et les difficultés de mise en marché, plusieurs mesures structurantes ont été décidées.
Le gouvernement s’engage à régler dans les plus brefs délais les arriérés dus aux opérateurs agricoles, afin de restaurer la confiance des acteurs et fluidifier les relations commerciales. Il entend également renforcer la certification des semences, pour garantir aux producteurs des variétés de qualité et améliorer les rendements.
Un programme innovant baptisé « Allo Tracteur » sera lancé, dans le but de faciliter l’accès au matériel agricole motorisé, en particulier pour les exploitations de taille moyenne et les zones enclavées.
Par ailleurs, le gouvernement prévoit de déployer mille jeunes volontaires à travers le territoire pour animer le monde rural, accompagner les producteurs et assurer un encadrement de proximité tout au long de la campagne.
Le soutien aux Coopératives agricoles communautaires sera également renforcé, avec une enveloppe de 10,8 milliards FCFA (17 millions de dollars US) qui leur sera directement allouée pour stimuler la production collective, la mutualisation des moyens et la gestion communautaire des ressources agricoles.
Afin de répondre aux besoins de financement du secteur, les autorités ont décidé d’impliquer davantage les banques commerciales et les institutions de microfinance afin de garantir un accès plus fluide au crédit agricole, notamment pour les petits exploitants.
Un accent particulier est mis sur la structuration des filières prioritaires, à savoir le riz, le maïs, l’horticulture, la banane et l’anacarde. Pour chacune de ces filières, des mesures spécifiques seront mises en œuvre, allant de la transformation locale des produits à la gestion intelligente des excédents, dans une optique d’autosuffisance durable.
« Notre vision de l’agriculture s’aligne avec la notion de souveraineté économique et alimentaire à laquelle nous aspirons, en consommant ce que nous cultivons », a déclaré le Premier ministre Ousmane Sonko, rappelant le changement de paradigme engagé l’année dernière par le gouvernement, avec la décision de suspendre temporairement les exportations d’arachide. « Désormais, nous n’exporterons que les excédents », a-t-il insisté, ajoutant que l’agriculture constitue « la première priorité du gouvernement ».
De son côté, le ministre Mabouba Diagne a invité l’ensemble des acteurs à aborder cette campagne « avec méthode et innovation ». Selon lui, cette dynamique doit s’articuler autour de trois axes fondamentaux : la consolidation des acquis, un meilleur ciblage des bénéficiaires et un renforcement des équipements agricoles.
La distribution des intrants débutera à partir du 25 avril, marquant le coup d’envoi opérationnel d’une campagne stratégique pour l’avenir alimentaire du Sénégal.
