Détendeur d’un doctorat (PhD) en Sciences juridiques de l’Université d’Etat de Saint-Pétersbourg en Russie en 2006, spécialité droit pénal et criminologie, le nouveau ministre de l’Enseignement supérieur et de la Recherche scientifique, Dr. Bouréma Kansaye, était jusqu’à sa nomination, professeur titulaire et recteur de l’Université des Sciences juridiques et politiques de Bamako (USJPB).

C’est un homme au parcours rassurant et séduisant qui prend désormais la tête du département de l’Enseignement supérieur et de la Recherche scientifique. En plus de son doctorat (PhD) en Sciences juridiques, Bouréma Kansaye détient aussi un master en psychologie criminelle de l’Université d’Etat de Saint-Pétersbourg en Russie en1995, ainsi qu’un certificat en gouvernance des institutions d’enseignement supérieur (Bénin/Canada), après six mois de formation financée par l’UEMOA en 2013. Cela, après avoir décroché le baccalauréat malien en 1989, série Sciences humaines au Lycée Badala.

Boursier de Point Sud, Centre de recherche sur le savoir local 2001-2003, il est aussi le lauréat 2017 du Fonds compétitif pour la Recherche et l’Innovation Technologique (FCRIT). Expert pour le commentaire des arrêts pénaux de la Cour suprême du Mali, juillet-septembre 2018, expert ONUDC sur la criminalité organisée transfrontalière 2019, expert thématique dans l’étude hd sur les perceptions de l’insécurité et de l’extrémisme violent dans les régions frontalières du Sahel, Dr. Bouréma Kansaye semble être mieux outillé pour mener à bien les missions qui lui sont assignées par le président de la Transition et son Premier ministre.

En plus des communications scientifiques à des colloques internationaux, le nouveau ministre de l’Enseignement supérieur et de la Recherche scientifique a également dirigé des mémoires de master, des thèses de doctorat et participé à des jurys. Il faut citer: l’encadrement de mémoire de master sur le sujet de la corruption (2017 UCAO-UUBa), sur le blanchiment de capitaux et financement du terrorisme (FDPRI/USJPB); l’encadrement de thèses sur la politique pénale du Mali face au terrorisme, sur la cybercriminalité, sur les droits fondamentaux et la lutte contre le terrorisme au Mali ; sur les voies et recours pénales et les droits fondamentaux au Mali  (soutenues), sur l’enrichissement illicite et la lutte contre la corruption ; sur la preuve pénale et les technologies de l’information et de la communication (en cours d’instruction).

Coordinateur scientifique du Laboratoire de Droit privé et Sciences criminelles (LDPSC) et précédemment chef de département à la Faculté de droit privé, ainsi que vice-recteur de l’USJPB, Bouréma Kansaye parle couramment français, russe, anglais, dogon, bambara et peul.
