Le Niger a retiré au groupe canadien GoviEx (Govi High-Power Exploration) le permis d’exploitation d’un important gisement d’uranium à Madaouéla, près d’Arlit (nord), a annoncé le groupe jeudi 4 juillet.
Par voie de communiqué, repris par Le Monde, GoviEx a indiqué avoir ‘’été informé par le gouvernement de la République du Niger, par une lettre du ministère des mines, qu’il n’a plus de droits sur le périmètre du permis d’exploitation minière de Madaouéla, qui est maintenant dans le domaine public.’’
Ledit périmètre couvre une superficie de plus de 243 km²
Le groupe canadien estime que la ‘’décision de [lui] retirer ses droits ne suive pas la procédure dictée par le code minier en vigueur’’ et ‘’se réserve le droit de remettre en cause’’ cette décision ‘’devant des juridictions compétentes nationales ou internationales’’.
GoviEx avait reçu au mois d’avril du gouvernement nigérien l’obligation de commencer l’exploitation de la mine avant le 3 juillet, au risque de voir son permis révoqué.
‘’La décision du gouvernement (…) aura un impact négatif sur le développement économique et social de la région’’, notamment sur les ‘’opportunités d’emploi considérables’’ (au nombre de 800), a alerté GoviEx.
La durée de vie de la mine est estimée à vingt ans
Niamey avait également retiré le 19 juin, le permis d’exploitation du gisement d’uranium géant d’Imouraren, près d’Arlit (nord), au groupe français Orano (ex-Areva). Ce dernier s’était dit ouvert au dialogue avec les autorités, tout en ‘’se réservant le droit de contester la décision’’ devant la justice.
Imouraren est l’un des plus grands gisements d’uranium au monde, avec des réserves estimées à 200 000 tonnes, tandis que le Niger assure 4,7 % de la production mondiale d’uranium naturel.
Les autorités nigériennes ont maintes fois déclaré qu’elles voulaient revoir le mécanisme qui régit l’exploitation des matières premières sur son sol par des compagnies étrangères.
