Le premier novembre dernier, le conseil des ministres a attribué à une société, le groupe EHA Hoffman International GMBH représenté par la Société Djiguiya Signature le marché relatif à la fourniture des équipements de fabrication des plaques d’immatriculation. Que reproche-t-on à Mali-Plaque ?

Le conseil des ministres a attribué au Groupe EHA Hoffman International GMBH représenté par la Société Djiguiya Signature le marché relatif à la fourniture des équipements de fabrication des plaques d’immatriculation pour un montant de 3 milliards 525 millions 217 mille 215 francs CFA, toutes taxes comprises et un délai d’exécution de 60 jours.

Selon le communiqué du conseil des ministres, « le projet de décret adopté permettra de prendre en compte les réformes engagées dans le secteur des transports et la reprise, par l’Etat, de l’immatriculation des véhicules du parc national conformément aux normes communautaires et aux standards internationaux ».

Ce contrat suscite des interrogations à tous les niveaux. Mali-Plaque est sous contrat avec l’Etat malien pour la confection des plaques d’immatriculation. Le contrat arrive à échéance cette année. Mais, le contrat avec EHA- GMBH-Djiguiya Signature, signifie-t-il la fin du contrat de Mali-Plaque ? Quand est-ce que l’avis d’appel d’offres a été lancé, puisque Mali-Plaque n’a même pas postulé et a été mis devant le fait accompli.

Pis, à ce jour, aucune notification n’a été faite à Mali-Plaque. Cette société facturait aux clients la confection des plaques d’immatriculation. Ainsi, non seulement l’Etat ne payait rien, mais, en plus, bénéficiait à travers les taxes indirectes, cette fois, avec EHA-GMBH et Djiguiya Signature, l’Etat va payer 3 milliards 525 millions 217 mille 215 francs CFA.

Il existe des zones d’ombres qu’il faudrait certainement clarifier et rassurer les populations sur comment est arrivé le consortium EHA-GMBH-Djiguiya Signature. Pourquoi Mali-Plaque a été écarté ? Quel est le plan réservé aux agents de Mali-Plaque ?…
