C’était en présence du ministre des Affaires étrangères et de la Coopération internationale, Abdoulaye Diop et du représentant spécial du secrétaire général des Nations unies au Mali et chef de la Minusma, El-Ghassim Wane.

Le nouveau représentant spécial du secrétaire général des Nations unies pour l’Afrique de l’Ouest et le Sahel était venu s’enquérir de l’évolution de la situation politique de notre pays mais aussi des défis et des efforts. Occasion donc pour le chef du gouvernement de revenir sur le contexte de l’avènement de la Transition au Mali. Selon lui, les transitions dans chaque pays ont une spécificité. Dr Choguel Kokalla Maïga a ensuite expliqué le cas de la nôtre, principalement, par le problème sécuritaire, même s’il reconnaissait que sur le plan institutionnel, « il y avait quelques problèmes latents ». Lesquels ne remettaient pas en cause l’ordre institutionnel établi.

Le Premier ministre a tenu à préciser qu’au Mali, les militaires ne sont pas sortis des casernes d’eux-mêmes pour venir prendre le pouvoir, ajoutant qu’il y a eu un soulèvement populaire qui a duré du 5 juin au 18 août 2020, supporté par le Mouvement du 5 juin-Rassemblement des forces patriotiques (M5-RFP). «C’est en ce moment que les Forces armées maliennes, dirigées par un groupe d’officiers, sont intervenues», a-t-il témoigné.

Parlant de la mission des Nations unies dans notre pays, Dr Choguel Kokalla Maïga a dit qu’au début, les Maliens dans leur grande majorité étaient convaincus qu’elle va aider à rétablir la paix ou à imposer la paix au besoin. C’est plus tard qu’à force d’explication des diplomates et de constatation des faits, ils ont compris que la mission onusienne n’est pas venue pour faire la guerre contre le terrorisme mais pour maintenir la paix. «Sauf qu’il n’y avait pas de paix à maintenir», a martelé le chef du gouvernement. Il ajoutera sans ambages que sept ans après, le constat est que la communauté internationale a échoué sur les plans de la lutte contre le terrorisme, de la restauration de l’autorité de l’État sur l’ensemble du territoire national…

Dr Choguel Kokalla Maïga a, par ailleurs, évoqué la mise en place de l’Autorité indépendante de gestion des élections (Aige) pour minimiser les risques de contestation des élections et l’adoption de la nouvelle Constitution. Il a aussi rappelé les trois principes qui guident désormais l’action publique dans notre pays, à savoir le respect de la souveraineté de l’État, le respect du choix du partenaire et du partenariat stratégique de notre pays et la défense des intérêts des Maliens dans la prise des décisions. Le chef du gouvernement a annoncé à son interlocuteur du jour que la semaine prochaine, le gouvernement conviendra avec les partis politiques sur le calendrier des élections à venir.

Le Premier ministre n’a pas non plus manqué d’évoquer les difficultés économiques de nos cotisations, notamment à la crispation de nos relations avec certains partenaires. «Mais, on a montré que quand il y a la volonté chez un peuple, il peut tout faire. La preuve, avec moins de 500 milliards de Fcfa en quelques années, le pays a été plus équipé militairement que par le passé», at-il soutenu.

Quant au nouveau représentant spécial du secrétaire général des Nations unies pour l’Afrique de l’Ouest et le Sahel, il a affirmé que le travail principal des Nations unies est de promouvoir la paix et la stabilité dans le pays. Leonardo Santos Simao a rappelé que sans la paix, sans la stabilité, il n’y a pas de développement. Le diplomate onusien conclut qu’il y a un travail à faire entre les Nations unies et le gouvernement pour voir comment « on peut travailler ensemble pour le reste de la Transition surtout après le départ de la Minusma ».
