Sa mise en œuvre devrait permettre une réduction progressive du déficit budgétaire pour parvenir à la consolidation budgétaire à partir de 2024
Ce document se présente comme une réponse aux priorités de développement du pays. Sa vision est de bâtir ‘’un Mali bien gouverné, où le vivre ensemble harmonieux des différentes composantes de la société est restauré, la paix consolidée et la sécurité collective et individuelle assurée dans l’unité, la cohésion et la diversité, où le processus de création de richesse est inclusif et respectueux de l'environnement et où le capital humain est valorisé au bénéfice notamment des jeunes et des femmes’’.
Il s’articule autour de cinq principaux axes : la consolidation de la démocratie et l’amélioration de la gouvernance ; la restauration de la paix, de la sécurité et le renforcement du vivre ensemble ; la croissance inclusive et la transformation structurelle de l’économie ; la protection de l’environnement et le renforcement de la résilience au changement climatique ; le développement du capital humain.
Selon le rapport d’exécution de la surveillance multilatérale de la commission de l’UEMOA de décembre 2021, la mise en œuvre effective du CREED 2019-2023 et du Plan d’Action du Gouvernement de Transition (PAG 2021-2022) devrait permettre au pays d’atteindre sur la période 2022-2026 les objectifs macroéconomiques suivants : un taux de croissance moyen de 5,2 par an ; une réduction progressive du déficit budgétaire pour parvenir à la consolidation budgétaire à partir de 2024 ; une croissance du taux de pression fiscale pour atteindre 17,5% en 2026 ; un maintien du taux d’endettement autour de 50%.
