Les Maliens s’interrogent sur le regain de tension dans le nord du pays. Dans l’espace de 48 heures (jeudi et vendredi derniers), plusieurs civils et militaires ont perdu la vie dans des attaques terroristes contre le bateau Tombouctou de la Comanav dans le secteur de Rharous, le camp des Forces armées maliennes (FAMa) à Bamba et celui de Gao situé dans la zone aéroportuaire de la ville, attaqué par des véhicules bourrés d’explosifs.
Un deuil national de trois jours a été décrété par le président de la Transition au lendemain de la double attaque du jeudi revendiquée par le GSIM et dont le bilan provisoire est de 49 civils et 15 militaires tués. Ce bilan pourrait évoluer en compte tenu de l’état grave de certains blessés transportés à l’hôpital de Gao par l’Armée.
Il faut rappeler que les FAMa ont vigoureusement riposté à ces attaques coordonnées en neutralisant une cinquantaine d’assaillants. Le procureur du Pôle judiciaire spécialisé de lutte contre le terrorisme et la criminalité transnationale a organisé à vendredi ouvert une enquête sur ces faits criminels.
Cet enchaînement des événements démontre que la situation sécuritaire dans notre pays connaît une évolution inquiétante. Elle prend même une allure dramatique. Avec le terrible drame du bateau Tombouctou jeudi dernier. Le monde entier était abasourdi par la cruauté des auteurs de l’attaque terroriste ayant visé cette embarcation longue-courrier de la Comanav qui relève Koulikoro à Gao en période de crue du fleuve Niger.
Des dizaines de civils ont péri dans cette attaque qui n’a pas encore révélé tous ses secrets. La simultanéité des attaques contre le bateau et contre le camp militaire de Bamba met davantage en lumière une collusion déjà de notoriété publique entre les hordes terroristes et les groupes indépendantistes signataires de l’Accord pour la paix et la réconciliation.
Avant le drame du bateau, les groupes terroristes avaient annoncé leur volonté de soumettre la ville de Tombouctou à un blocus. Ils tentent sans y parvenir de couper les voies d’approvisionnement de la Cité mystérieuse. Avec le dessein funeste d’affamer la population civile en la privée des biens de consommation importés. Ces actions de désespoir ont débuté lorsqu’ils ont été chassés de la localité de Ber par les Forces armées maliennes qui ont pris possession du camp des Casques bleus de la Minusma. La présence de l’Armée à Ber prive l’alliance nébuleuse des terroristes et des indépendante d’une source importante de revenus. Grâce au racket sur le commerce des marchandises, ils recevaient beaucoup d’argent pour renflouer leurs caisses.
Plusieurs observateurs estiment que cette recrudescence de la violence dans le septentrion malien n’est pas sans danger pour l’Accord pour la paix et la réconciliation. Le gouvernement a tendu la main aux groupes signataires en leur demandeur de revenir à la table de négociation. Mais la Coordination des mouvements de l’Azawad (CMA), fidèle à sa logique indépendantiste et guerrière, semble avoir opté pour la reprise des hostilités. La participation de ses troupes à l’attaque contre le camp de Bamba est un secret de polichinelle.
SANCTUAIRE TERRORISTE- L’Accord pour la paix et la réconciliation, issu du processus de pourparlers à Alger (Algérie), a été signé à Bamako en mai et juin 2015 devant de nombreux dirigeants du monde entier. Huit ans après sa signature, l’Accord n’a pu être appliqué à hauteur de souhait à cause notamment de certains obstacles ayant trait à la révision de la Constitution. Curieusement, la CMA a décidé de boycotter le processus d’élaboration de la nouvelle Constitution jugeant que certaines de ses préoccupations n’ont pas été prises en compte en lien avec la mise en œuvre de l’Accord.
Depuis l’adoption de la nouvelle Constitution par référendum en juin dernier, la CMA a pris ses distances. L’absence de dialogue entre le gouvernement et la CMA a presque rendu caduc l’Accord pour la paix et la réconciliation. Pourtant, les autorités de la Transition ont fourni beaucoup d’efforts pour renouveler les fils du dialogue. Des traités ont été réalisés discrètement pour amener les indépendantistes à s’inscrire dans la logique de l’unité de la nation et à jouer pleinement le rôle qui leur revient dans la construction nationale.
En vain. Les groupes de la CMA n’ont jamais abandonné leur volonté étrique et sectaire de soustraire une partie du territoire du reste du pays. Malgré la signature de l’Accord, ils n’ont jamais fait la moindre concession à l’unité nationale. Leur communication faisait invariablement la distinction entre la prétendue Azawad et le reste du pays.
Dès lors, le retrait de la Minusma vient exacerber une tension déjà savamment entretenue depuis longtemps. Les ennemis de la paix ont fait de l’installation de l’Armée à Ber un casus belli. Alors que cela est prévu dans les accords entre l’ONU et le gouvernement dans le cadre du retrait de la Minusma. C’est en vertu de ces accords que l’Armée s’apprête à prendre possession des entreprises de la Minusma à Aguelhok, Tessalit et Kidal. Une perspective qui crée des soucis au sein de la nébuleuse ayant fait du nord du pays un sanctuaire propice à tous les trafics et une réparation commode pour les chefs terroristes.
À la lumière des événements récents, il est bien clair que les terroristes et indépendantistes ont davantage resserré leurs rangs pour combattre les Forces armées maliennes. Comme ce fut le cas en 2012. Ils ont en commun la volonté de déstabiliser le pays en entretenant l’insécurité sur le territoire.
Cette fois-ci, la coalition entre les terroristes et les indépendantistes trouvera sur son chemin une Armée malienne bien formée, mieux équipée et déterminée plus que jamais à assurer la sécurité des personnes et des biens sur l’ensemble du territoire national. C’est l’assurance qu’a donnée le chef d’état-major général des Armées, vendredi soir à la télévision nationale. Le général de division Oumar Diarra a fait remarquer que chaque fois que les FAMa mettent la pression sur les groupes armés, ces derniers décident de s’en prendre aux populations innocentes pour se faire entendre.
Le haut grade s’est montré catégorique en soutenant qu’il n’y a pas de « blocus » ou « d’étouffement » d’une localité. « Les groupes armés sont aujourd’hui complètement désorientés. Ils cherchent à se faire entendre. Il y a un climat de psychose qui est là», a expliqué l’officier général qui a fait savoir que les FAMa patrouillent actuellement «sans problème» entre Ber, Tombouctou, Niafunké, Goundam. Et que des check-points ont été installés sur ces axes pour faciliter la circulation des personnes et des biens.
Le général Diarra a demandé à nos compatriotes de faire confiance aux FAMa qui sont aujourd’hui déterminés à lutter contre le terrorisme jusqu’au bout. Il a rappelé que l’Armée avait fait face à des agissements similaires des groupes terroristes lorsque les forces Barkhane et Takuba rétrocédaient leurs prises aux FAMa en 2022. Ils sont en train de faire la même chose avec le retrait de la Minusma où beaucoup des intérêts sont en jeu.
La pacification du Mali, tel est aujourd’hui le leitmotiv des FAMa dont les capacités opérationnelles ont été renforcées par les autorités de la Transition pour atteindre cet objectif.
