Le Mali est passé sous la 4e république depuis samedi suite à la promulgation, par le Président de la Transition. Qu’est ce que l’avènement de cette nouvelle ère implique comme changements ?

Dr Oumar Toumani Diallo, enseignant-chercheur estime que la mise en œuvre intégrale de cette constitution se fera de façon progressive. « c’est pas du jour au lendemain que ces institutions vont être mises en place. Aussi quand on met en place une institution, il faut des lois, des lois organiques pour l’organisation du fonctionnement », explique le juriste-chercheur. Il salue des avancées telles que la Cour des comptes qui est une exigence de l’UEMOA. Les langues nationales considérées comme officielles, Et le Français comme langue de travail..

D’importants changements notoires

Le politologue Dr Abdoul Sogodogo soutient que cette 4ème République apporte des modifications importantes dans la vie politique au Mali, notamment la création et la suppression des Institutions comme la Haute Cour de justice. « Ça va être déjà de nouvelles institutions qui vont être créées : l’assemblée nationale et le sénat. Vous avez par exemple la cour des comptes aussi qui va être opérationnalisée », se réjouit Dr Sogodogo. Pour lui, « il va falloir aussi relire la loi électorale pour être en conformité avec la nouvelle constitution ». « Le Président désormais va avoir la main mise sur le gouvernement », indique le politologue avant de conclure qu’« il n’y a pas de constitution parfaite ».

Cette constitution du 22 juillet 2023 comporte 191 articles. Ces universitaires estiment qu’après la promulgation du document qu’on ne peut plus parler d’illégalité de la nouvelle constitution. Car, disent-ils, toutes les procédures pour la rédaction d’une constitution, ont été respectées.
