Dans un communiqué rendu public, hier, mardi 1er août 2023, le Parti pour la Renaissance Nationale (PARENA), présidé par Tiébilé Dramé, ancien ministre des affaires étrangères et de la coopération internationale, a invité les autorités de la transition à « respecter, en toutes circonstances, les dispositions de la constitution ». Le Parti encourage le gouvernement de transition à se concentrer sur la « lutte contre les groupes terroristes qui continuent d’ensanglanter notre pays, et à éviter toute dispersion inutile». Selon le PARENA, l’urgence, c’est libérer les localités entières et leurs populations qui ploient sous le joug des coalitions terroristes.
«Le communiqué conjoint, en date du 31 juillet, des gouvernements de transition du Mali et du Burkina qui soutient la tentative de coup d’État en cours au Niger viole la nouvelle constitution malienne promulguée le 22 juillet dernier. En effet, celle-ci dispose en son article 187: ” tout coup d’État ou putsch est un crime imprescriptible contre le peuple malien”. En vertu de cette cet article, nul ne peut soutenir un putsch, ni au Mali, ni au Niger et nulle part ailleurs », révèle le communiqué du Comité Directeur du PARENA. Le Parti de Tiébilé Dramé invite les autorités de transition à se conformer à la constitution promulguée le 22 juillet 2023 et dont l’encre n’est encore sèche. Il encourage le gouvernement de transition à se concentrer sur la « lutte contre les groupes terroristes qui continuent d’ensanglanter notre pays, et à éviter toute dispersion inutile ». Selon le PARENA, l’urgence, c’est libérer les localités entières et leurs populations qui ploient sous le joug des coalitions terroristes. Pour le PARENA, la restauration de l’ordre constitutionnel va de pair avec l’instauration de relations harmonieuses avec notre communauté sous-régionale qu’est la CEDEAO (Communauté Economique des Etats de l’Afrique de l’Ouest). « Envisager de retirer le Mali de la CEDEAO ne relève pas des compétences d’un gouvernement de transition », précise le PARENA.
A rappeler que dans un communiqué conjoint rendu public, le lundi 31 juillet 2023, les Gouvernements de Transition du Burkina Faso et du Mali disent avoir appris par voie de presse les conclusions des sommets extraordinaires de la CEDEAO et de l’Union Economique et Monétaire Ouest-Africaine (UEMOA) tenus le 30 juillet 2023 à Abuja sur la situation politique au Niger. Dans leur communiqué conjoint, les Gouvernements de Transition du Burkina Faso et du Mali expriment leur solidarité fraternelle et celle des peuples burkinabé et malien au peuple frère du Niger qui a décidé en toute responsabilité de prendre son destin en main et d’assumer devant l’histoire la plénitude de sa souveraineté.
Le Mali et le Burkina Faso dénoncent la persistance de ces organisations régionales à prendre des sanctions aggravant la souffrance des populations et mettant en péril l’esprit de panafricanisme ; refusent d’appliquer ces sanctions illégales, illégitimes et inhumaines contre le peuple et les Autorités Nigériens ; avertissent que toute intervention militaire contre le Niger s’assimilerait à une déclaration de guerre contre le Burkina Faso et le Mali ; préviennent que toute intervention militaire contre le Niger entrainerait un retrait du Burkina Faso et du Mali de la CEDEAO, ainsi que l’adoption de mesures de légitime défense en soutien aux forces armées et au peuple du Niger.
En outre, le Mali et le Burkina Faso mettent en garde contre les conséquences désastreuses d’une intervention militaire au Niger qui pourrait déstabiliser l’ensemble de la région comme l’a été l’intervention unilatérale de l’OTAN en Libye qui a été à l’origine de l’expansion du terrorisme au Sahel et en Afrique de l’Ouest.
