Le président de la Cour suprême du Mali, Fatoma Théra, a présidé le jeudi 20 juillet dernier dans la salle d’audience de la Cour d’appel de Bamako, la cérémonie d’installation solennelle du Premier président et du Procureur Général près ladite Cour.  C’était en présence du ministre de la Justice et des Droits de l’Homme, Garde des Sceaux, Mamoudou Kassogué, ainsi que des membres de la famille judiciaire.

Ont été officiellement installés dans leurs fonctions respectives de nouveau 1er président de la Cour d’appel de Bamako, Faradji Baba, et de nouveau Procureur général près la même juridiction, Hamadoun dit Balobo Guindo.

La cérémonie, première du genre, s’inscrit dans le cadre de l’application des textes d’organisation judiciaire dans notre pays.  Cette disposition texte permet à la Cour d’appel de se réunir en audience solennelle ou en assemblée générale. Elle permet également aux usagers du service public de la justice de faire la connaissance des premiers responsables de la Cour d’appel.

Après les mots introductif du président de la Cour suprême et  la lecture des décrets de nomination du 1er président de la Cour d’appel et du procureur général près la même juridiction par le greffier en chef, l’Avocat  général près de la Cour d’appel, Ladji Sara a , dans son réquisitoire, déclaré que cette audience est à mettre à l’actif du ministre en charge de la Justice et des Droits de l’Homme. Pour l’avocat général, l’affectation et la nomination de ces deux magistrats à ces fonctions ne résulte point du hasard. Selon Ladji Sara, elles sont les fruits des efforts inlassables des intéressés. Ensuite l’Avocat général de la Cour d’appel, toujours dans ses réquisitoires, s’est  dit convaincu que les deux magistrats relèveront les défis auxquels ils seront confrontés en ces périodes particulières de crise multiforme que notre pays traverse. Avant de demander au Président de la Cour suprême de les déclarer installés dans leurs fonctions.

Dans sa plaidoirie, le bâtonnier de l’Ordre des avocats, Ousmane B. Traoré a, dans sa plaidoirie, déclaré que la justice est la manifestation vivante de la démocratie et le pilier de l’Etat de droit. Et de témoigner la reconnaissance de ses confrères aux deux magistrats promus. Pour le bâtonnier de l’Ordre des avocats, rendre la justice avec pompe, c’est lui redorer son blason. D’où la tenue de cette cérémonie solennelle qui s’inscrit dans cette logique, selon Ousmane B.Traoré. Pour leur part, les nouveaux promus, le 1er Président de la Cour d’appel et le Procureur général près de la Cour d’appel de Bamako, se sont engagés à tout mettre en œuvre pour que les citoyens soient satisfaits de leur justice.

De son côté, le Président de la Cour suprême, président de la séance, Fatoma Théra, a prodigué des sages conseils aux deux magistrats de classe exceptionnelle. Il leur a demandé d’être des boussoles, des exemples et des managers lumineux pour l’ensemble de leurs collaborateurs et des acteurs de la justice, afin que dans leur ressort la justice soit bien distribuée. Et de rappeler que les défis sont énormes. ”Nous sommes face à une population qui a soif de justice, mais aussi à un monde où la criminalité organisée fait des ravages au plan humain et économique”, a expliqué le Président de la Cour suprême du Mali. Fatoma Théra a invité le nouveau 1er Président et le nouveau Procureur général près de la Cour d’appel de Bamako à donner le meilleur d’eux – mêmes,  à faire preuve d’intégrité et avoir un esprit d’équipe.

Dans son entretien avec la presse, le ministre de la Justice et des Droits de l’Homme, Garde des Sceaux, Mahmoud Kassogué, a souligné que cette cérémonie est fortement symbolique pour son département. Et  d’afficher sa volonté d’une justice moderne, rapide et qui respecte les droits de l’Homme.

La cérémonie officielle d’installation a pris fin par la photo de famille pour immortaliser l’événement, une première du genre.
