Mali, Burkina Faso, Niger. Plusieurs États du Sahel connaissent une instabilité quasi chronique, depuis plusieurs années. Coups d’état, terrorisme, conflits inter ou intracommunautaires, ces crises compromettent toutes initiatives de développement.
L’avocat et observateur politique Cheick oumar Konaré pointe du doigt le système démocratique. Selon lui, cette démocratie a entraîné la perte de certaines valeurs et engendré certaines tares dans les pays de la région. « Prenez le cas du Mali, 30 ans après l’avènement de la démocratie, nous n’avons plus de territoire. Du moins les 2/3 sont occupés par des hordes séparato-terroristes. Nous n’avons plus à manger, nous n’avons plus d’éducation, plus de sécurité, rien. Aucune élection sérieuse», martèle Me Konaré qui conclut que « la démocratie a failli ».
Former le citoyen
Spécialiste en gestion de conflit, Alhassane Hama Thiao insiste sur la nécessité de former le citoyen et de développer les pays de la région. « Il faut façonner l’homme africain au sud du Sahara. Il faut que nous ayons conscience de ce que le pays attend de nous», explique-t-il. Au-delà de ça, poursuit M.Thiao il faut que nous tablions sur la répartition des richesses du pays. « Quand les gens ont faim, quand les gens ne s’habillent pas, quand les gens ne dorment pas, tant que cela est, les gens sont susceptibles de se retrouver dans la rue d’aider les militaires à chasser les présidents et s’installer », prévient l’analyste.
Les analystes conviennent que cette instabilité quasi chronique dans le Sahel pourrait avoir plusieurs conséquences. Notamment la fragmentation de la région, la détérioration de la situation humanitaire, entre autres.
